The Schuylkill County Emergency Management Agency undertook an effort to develop, conduct and evaluate a disaster exercise entitled “Flooding Frenzy – A Regional Exercise”.

During the exercise agencies, departments and organizations having emergency response obligations within the Pine Grove Area worked through scenario information and injects dealing with the various activities associated with preparing for, responding to and recovering from a flood.

During the exercise participants:

  • Gained a thorough understanding of how prepared local officials are for a flood.
  • Established a concept of operations that guided participants through the process of responding to a flood.

Exercise Scenario

At 6:40AM on September 10th the State College Forecast Office of the National Weather Service issues a Hazardous Weather Outlook. The outlook indicates that the region, including Schuylkill County, will be experiencing severe thunderstorms capable of producing heavy rain. Localized flooding can be expected due to the ground being saturated from several days of heavy rain.

Throughout the morning the region experiences heavy rain as the threat of flooding continues to rise.

At 11:27AM the National Weather Service issues a Local Flood Warning and notifies the Schuylkill County Emergency Management Agency (SCEMA) and other local emergency response agencies and organizations.

The heavy rain is expected to continue throughout the day.

Exercise Conclusion

The Flooding Frenzy Functional Exercise was held in the evening of July 31, 2012, in municipal Emergency Operation Centers throughout the Pine Grove Area of Schuylkill County Pennsylvania.
