This exercise will serve as an opportunity for the management and staff that make up your Incident Command Team to work through scenario information and injects dealing with activities associated with a commercial fire severely damaging your administration building. The primary purpose of this exercise is to provide an opportunity for institutions of higher education to analyze the strengths and weaknesses of their Continuity of Operations Plan.

Campus Shield Exercise Initiative

The College Conflagration – A College / University COOP Tabletop Exercise is part of the national Campus Shield Exercise Initiative.

Exercise Scenario

At 10:37PM on Sunday a motorist driving past the campus notices smoke coming from a vent on the top of the administration building. Using his cell phone the motorist calls 9-1-1 to report a fire.

Within several minutes of notification the fire department arrives. Upon sizing up the scene and establishing an Incident Command firefighters begin to battle the conflagration that is consuming the building.

Because the fire is proving more difficult to extinguish than originally thought, the Incident Commander asks for additional resources. A second alarm is sounded and the supplementary firefighters and equipment arrive. It takes another 43 minutes before the fire is extinguished.

At 7:49AM on Monday the first arriving staff members are shocked to see that their workplace has been severely damaged. They stand in the parking lot waiting for someone to give them directions as to what they should do.

Exercise Participation Information

Your university or college can participate in this exercise for $600.
For information about participating in this exercise please complete an Information Request Form. Upon completing the form you will be contacted and provided with additional information.
Once your university or college is approved it will appear on the list of participating universities and colleges.

Commercial Fire Register Now ** From a conference room or similar location via the ONX System as part of your organization’s Incident Management Team
* Everyone that will be participating in the exercise must register for the following reasons:
  1. Prior to the exercise important Read Ahead materials will be e-mailed to all registered participants. These materials are important to ensure your participation in the exercise is successful.
  2. At the end of the exercise only registered participants will be able to complete and submit their individual exercise evaluation (Hotwash).
  3. Only registered participants will be able to access and print their Certificate of Participation once they have submitted their individual exercise evaluation.
** Prior to registering you should make sure that your university or college is on the list of approved participating universities and colleges.
