Exercise Overview

Exercise Benefits / Facts

The Taylor County Department of Emergency Management and the Taylor County Courthouse Security Committee undertook an initiative to conduct a series of exercises designed to assess the current capabilities of courthouse employees to respond to threatening situations within the County Courthouse.

Entitled “Courthouse Coercion” the exercises consisted of a tabletop exercise followed by a drill / functional exercise.

During the tabletop exercise participants worked through scenario information and injects dealing with various threatening situations. During the drill / functional exercise participants had the opportunity to put into practice the lessons learned during the tabletop exercise.

The exercises are focused on the following Core Capabilities:

  • On-Scene Security and Protection
  • Protective Measures

Exercise Scenarios

Tabletop Exercise

The tabletop exercise was comprised of four separate scenario vignettes.

Vignette # 1 – Belligerent Tax Payer
Vignette # 2 – Civil Disobedience
Vignette # 3 – Suspicious Package
Vignette # 4 – Hostage Taking

Drill / Functional Exercise

The scenario for the drill / functional exercise was a courthouse active shooter.

Exercise Conclusion

The Courthouse Coercion Tabletop Exercise was conducted during the morning of November 13, 2015 while the Courthouse Coercion Drill / Functional Exercise was conducted during the morning of December 9, 2015 in Perry Florida.
