Leon County and the City of Tallahassee undertook an effort to conduct an exercise for workplace managers / owners along with their employees to enhance their ability to mitigate and respond to an active shooter incident occurring at their workplace. This unique opportunity was entitled “Operation Population Protection – A Workplace Active Shooter Tabletop Exercise”.

During the exercise, workplace management and employees had the opportunity to work together as a unified disaster response team. Each team worked through the various activities associated with responding to a workplace active shooter incident.

Institutional Shield Exercise Initiative

Exercise Scenario

It’s been an extremely challenging time at your workplace and the entire workforce has been under significant stress.

The workplace has recently experienced a number of layoffs.

At 10:42AM, a recently terminated employee walks into the building armed with several guns and begins shooting employees and bystanders.

Your workplace must now deal with an active shooter situation.
