The Massachusetts Department of Public Health’s – Region 2 Public Health Emergency Preparedness Coalition undertook an initiative to design, conduct and evaluate an exercise entitled “Outbreak Anarchy II – An EDS Demobilization Tabletop Exercise”.
This exercise served as an opportunity for the region’s public health agencies to assess their ability to demobilize an Emergency Dispensing Site (EDS) in response to a Phase 6 Influenza Pandemic.
During this exercise public health staff and management along with their public health partners worked together as a unified team to meet the challenges associated with demobilizing an EDS.
It is the morning of the sixth day of EDS operations and the activity level continues to drop off.
As the EDS operations closes for the day the public health agency is receiving reports that the number of residents that were provided with antiviral medications for the day was negligible.
The decision is made to transition all of the dispensing operations back to the public health agency’s primary office and discontinue EDS operations.
The Outbreak Anarchy II Tabletop Exercise was held in the morning of June 27, 2013, in Hopedale Massachusetts.
This exercise is an example of the kind of exercises that comprise the nationwide Caduceus Shield Exercise Initiative. This initiative provides meaningful exercise opportunities for America’s health system.
