The Florida Department of Health in Volusia County undertook an initiative to design, conduct and evaluate an exercise entitled “Dreadful Droplets – A Pneumonic Plague Outbreak Response Exercise”.
This exercise served as an opportunity for the management and staff of the health department to assess its ability to maintain operations while meeting the health needs of county residents during a Pneumonic threat.
During this exercise health department staff and management worked together as a unified team to meet the numerous challenges associated with activating the department’s Continuity of Operations Plan.
Day 1 – 4:39PM
The Florida Department of Health in Lake County (FDOH-Lake) has just contacted the Florida Department of Health in Volusia County (FDOH-Volusia) with information regarding two suspected cases of Pneumonic Plague found in a 49 year old female and a 19 year old male both of whom reside in Lake County.
The FDOH-Lake has also stated the reason for contacting the FDOH-Volusia is that both individuals were present during Sunday’s Daytona 500.
Day 2 – 9:57AM
Within a couple of hours of arriving at work three FDOH-Volusia employees begin to run a fever and feel headachy. Each employee asks their supervisor if they can take the rest of the day off.
The Dreadful Droplets Tabletop Exercise was held in the morning of March 13, 2015, in Daytona Beach Florida.
This exercise is an example of the kind of exercises that comprise the nationwide Caduceus Shield Exercise Initiative. This initiative provides meaningful exercise opportunities for America’s health system.
