This exercise will serve as an opportunity for the management and staff that make up your Incident Command Team to work through scenario information and injects dealing with activities associated with a dormitory explosion and fire. The primary purpose of this exercise is to provide an opportunity for institutions of higher education to analyze the capability to respond to the fire and provide assistance to injured and displaced students.
Campus Shield Exercise Initiative
The Campus Conflagration – A Student Dorm Fire Tabletop Exercise is part of the national Campus Shield Exercise Initiative.
Exercise Scenario
On a bitterly cold Friday night in January, four students from decided to pull a prank on the residents of the neighboring dorm. They decided to build and set off a smoke bomb near the dorm’s HVAC system. This would cause everyone to have to evacuate into the cold.
Part of their plan is to disable dorm’s sprinkler system because they believe that the smoke bomb will cause the sprinkler system to active and cause extensive water damage, which would get them in serious trouble.
At 11:57 PM, the four students enter the dorm disabling the sprinkler system. They then walk up to the second floor where they set off the device. However, instead of just producing smoke, the device explodes igniting a fire.
