This exercise will provide public health agencies along with local community partners that have a role in sheltering individuals with special medical needs an opportunity to assess their current knowledge and enhance their existing capabilities to open, manage and demobilize a Special Needs Shelter.

During the exercise, participants will work through scenario information and injects that challenge their ability to work within a shelter environment with various partner agencies and organizations while meeting the needs of individuals with special medical needs.

The exercise will focus on the following Public Health Preparedness Capabilities:

Capability # 1: Emergency Operations Coordination
Capability # 6: Information Sharing
Capability # 7: Mass Care

Caduceus Shield Exercise Initiative

The Hurricane Ability – A Special Needs Shelter Tabletop Exercise is part of the national Caduceus Shield Exercise Initiative.

Exercise Scenario

It is late July and local residents have been complacent in their hurricane preparedness activities because this year’s hurricane season has not even seen its first tropical storm. Families are making their last minute plans for their summer vacations while local business owners and government agencies are thinking that the hurricane season could be very inconsequential. However weather forecasters are predicting a major change in the atmosphere that could see a sharp increase in the number and severity of hurricanes within the next few weeks.

By early August residents, business owners and government officials begin to follow the projected path of the season’s first tropical storm. Soon the storm strengthens into Hurricane Adam as it continues its forward movement.

The National Hurricane Center continues to monitor the storm via satellite and Hurricane Hunter planes as it continues to intensify.

Participation Information
Hurricane Registration will open once the exercise is scheduled From a conference room or similar location via the ONX System as part of your organization’s Incident Management Team
* Everyone who will be participating in the exercise must register for the following reasons:
  1. Prior to the exercise important Read Ahead materials will be e-mailed to all registered participants. These materials are important to ensure your participation in the exercise is successful.
  2. At the end of the exercise only registered participants will be able to complete and submit their individual exercise evaluation (Hotwash).
  3. Only registered participants will be able to access and print their Certificate of Participation once they have submitted their individual exercise evaluation.
